I am directed by the Lords Commissioners of
His Majesty's Treasury to refer to your letter of the
16 th January last (824/24) on the subject of a deficiency
of cash in the British Post Office Agency at Canton.
The despatch (No.362) from the Governor of
Hong Kong forwarded therein with its enclosures was duly
laid before Their Lordships and I am to ask that you will
inform Mr. Secretary Thomas that while They attach full
weight to the representations therein They cannot but
feel that more energy on the part of the Postmasters and
the Auditors might have resulted in the discovery of the
defalcation at an earlier date.
As regarda the Chinese guarantor My Lords
observe that no reason is given to suppose that he did
